Michael brings more than two decades of cybersecurity leadership, executive management, and public service to Harbor's clients. He is a former President and CEO of Axon Ghost Sentinel, an AI-driven cybersecurity firm, where he led technology development and go-to-market strategy for enterprise security solutions.

He has briefed senior officials at the Department of Defense, the Veterans Administration, the Executive Office of the President, NATO, and the UK Ministry of Defence on cybersecurity threats, technology strategy, and national security implications. In the private sector, he has advised executives at Bank of America, Goldman Sachs, and Hartford Insurance on risk management and security program development.

Michael holds a B.S. in Mechanical Engineering from Norwich University and an MBA from Duke University's Fuqua School of Business. He is a U.S. Army veteran, former Mayor of Hopewell Township, NJ, and former member of the Pennington School Board. He brings the perspective of someone who has led from the executive seat, the security chair, and the public service role — which is exactly the range of thinking his clients need.

Matthew brings more than 25 years of cybersecurity, technology leadership, and executive management experience to Harbor's clients. Throughout his career, he has held senior leadership roles including Chief Technology Officer, Managing Consultant, Director of Operations, Vice President of Products, and Chief Information Security Officer for organizations ranging from high-growth startups to multinational financial services firms. He specializes in helping organizations align cybersecurity strategy with business objectives, transforming complex security challenges into practical, risk-based decisions.

Over the course of his career, Matthew has designed and led enterprise cybersecurity programs across the financial services, healthcare, government, and commercial sectors. His expertise spans governance, risk management, security operations, compliance, and executive advisory, with extensive experience implementing frameworks including NIST, SOC 2, HIPAA, and HITRUST. He has worked closely with executive leadership teams to strengthen cyber resilience, mature security programs, and improve organizational risk management.
